ENGINE 273/LADDER 129 UPDATE
On Friday, November 12, both the UFA and UFOA returned to Brooklyn Supreme Court to attempt to continue the restraining order and to stop the Fire Commissioner from involuntarily transferring members from Engine 273/Ladder 129. We also tried to stop the involuntary lift order of other firefighters in order to fill the vacancies created by this mass transfer. Presentations were made by both sides and Judge Hutcherson ruled to continue the Stay until Friday, November 19th, when both parties will again appear in court to present more information and a time table for an expedited arbitration. The judge will then rule on whether to keep the Stay in effect. I want to thank the many firefighters and officers who volunteered to come to court to support the unions and these companies in this very important effort.

We continue to expect that no UFA or UFOA member volunteer to be transferred into either unit. We have a strong case. This unprecedented attempt to blow up a firehouse is wrong and we will exhaust all legal remedies available in order to stop this lift from happening.

With the pending Supreme Court hearing on Friday, November 19th at 9:30 a.m., I am postponing the Special Delegate Meeting until after this date. We will notify each delegate when and if this special meeting will be necessary. You will be informed of any progress in the case. Any off duty member who wishes to show support by coming to court can contact Tom DaParma, Queens Trustee, for further information. Space is limited, so we may have to restrict member participation - but we thank you for your continued support.

FDNY TRAINING ON HOLIDAYS
The FDNY Regulations Chapter 22.3.5 states that “activities at all training schools shall be dispensed with on .... the following holidays:” and goes on to list ten specific holidays. The Commissioner’s office has seen fit to be the first to utilize the “UNLESS OTHERWISE DIRECTED” clause. He has now directed otherwise. There is no basis for a grievance on this variation. For members working in any off-line unit, (e.g.: training, division command, headquarters, etc.) you can NOT be ordered to take a vacation day or self mutual on these holidays. The choice is entirely yours, if you wish to work on that holiday or not. If you want to go to work that holiday, even if nobody else is around, that is your right. You want off? Then use a vacation day.

THE JIMMY HALVERSEN HOCKEY TOURNAMENT
This fundraising tournament will be hosted by Blueline Hockey, on Friday, December 3, 1999. The first game starts at 8:00 a.m. or 9:00 a.m. Games will be played at the Rinx, Hauppauge, NY. The cost is $595.00 per team; each team guaranteed a minimum of three games; each game is a three ten minute stop time periods; top four teams make playoffs. NEW YORK STATE COMMUNITY MAYOR’S CHRISTMAS PARTY
Once again, this grand annual event for handicapped and retarded children will be held at Kennedy Airport. We urgently need volunteers, wearing anything identifying yourself as a firefighter, on Tuesday, December 7 (preparation) and Wednesday, December 8 (party day). Assistance is needed on both days, especially Tuesday from 0900 hours until noon. Wednesday’s recommended hours are 0830 until 1300 hours. Join Santa, Mayor Giuliani, Leslie Uggams, personalities from the W.W.F. and others in brightening the day with holiday cheer and you will be guaranteed a gratifying experience. These special children really need you. Please turn out.

BRAVEST vs. BOSTON FIREFIGHTERS HOCKEY GAME DECEMBER 11TH, 1999
On Saturday, December 11, the Nassau Veteran’s Coliseum will play host to this year’s New York City vs. Boston Firefighter’s Hockey Game at 8:00 p.m. A $10 donation at the door gets you in to the excitement. Children admitted free and free parking. More information at www.fdnyhockey.com

UFA HEALTH AND SAFETY SEMINAR
The UFA will conduct a safety and health training session on Tuesday, December 14th and Wednesday, December 15th. Similar presentations will be offered each day, so decide which day is best for you and call Jude Gaddis at (212) 545-6965 to register. The seminar will be held at the UFA Building at 204 East 23 Street, fourth floor meeting room. Class will be held from 0900 until 1500 hours. Continental breakfast and lunch will be provided. This full day entitles all delegates to the standard excusal time of six hours. Delegates scheduled to work both days (groups 17-18-19) may take advantage of excusal time only once. Arrange your schedule now for a day of significant educational training. A detailed agenda will be forwarded when and if available. Limited street parking and reasonable ($12.00) lots on 24th Street.

DOCUMENTATION OF EMS RUNS (Reprint from Delegate Manual, White 16, Page 8)
We have received statistical computer printouts from headquarters which show that officers are not properly recording EMS responses. The 10-91 signal has received excessive use and should never be used in place of a 10 37 code for assisting a civilian. It is incumbent upon every UFA member to make sure that the proper code is used by your officer when actually performing work on an EMS patient. Besides offering an accurate account of your EMS workload, proper paperwork will protect YOU if the patient files a formal complaint about the medical attention (or lack of) rendered at the scene. A 10-91 signal will not provide you with supportive documentation if an inquiry arises. Preserve your rights by requesting the correct 10-37 signal to be recorded whenever patient care is provided. We will work with the UFOA to achieve this goal.

DETAILING TO HEADQUARTERS FOR ANNUAL MEDICALS / TRAINING (Reprint from White 16, Page 4)
The Department will detail the firefighters and officer of selected units, on given days, to headquarters in Brooklyn for the 9 X 6 tour. A chart will be posted every six months showing the selected companies and groups working. The unit will be out of service for the tour while members take a 4 1/2 hours (approximate) full annual medical and spend 4 hours (approximate) in classroom training. Training will encompass things like CPR certification or Back to Basics. Mutuals will be restricted on these scheduled dates. Make certain that all members receive the correct portal to portal TPR marks for both coming and going. Companies within the borough receive 45 minutes each way (1 1/2 hours O/T both ways). Outside the borough of Brooklyn, company members receive one hour 15 minutes each way ( 2 1/2hours O/T both ways).
