Union Issues

1. Tier III 3/4 Enhanced Benefit Open Period Deadline Has Passed
The UFA Executive Board is pleased to report that as of January 5 2017, only 2 (out of 1,969) UFA members decided not to opt in to the enhanced plan. The Executive Board would like to thank all the delegates for their hard work, along with the Trustees in accomplishing this.


2. Counter Terrorism Task Force Update
The UFA & UFOA meet with Office of Labor Relations Commissioner Bob Linn, along with representatives of the FDNY & OMB to have a bargaining session over the recent implementation of the Rescue Task Force, pursuant to NY City Collective Bargaining Law. All parties agreed to conduct joint Safety impact meetings, the schedule is being finalized and we will keep the membership updated.

In addition, the department, after listening to both the UFA & UFOA, has made changes to the 9-11 calls of "Active Shooter" have been revised. The department has removed active shooter from the matrix, and the new policy states there must be confirmation by EMS of an Active Shooter incident with MCI potential, before FD units are dispatched. Any company receiving tickets for calls, that state ACTIVE SHOOTER, must forward a copy to the UFA and request the officer to make an unusual incident report.


3. Political Action

  • Governor Cuomo gave his State of the State speech on Tuesday January 10th. UFA President James Slevin was in attendance and updated the membership.
  • Assemblyman Carl Heastie was re-elected as Speaker of the Assembly, while Senator John Flanagan retains his position as Senate-Majority leader.
  • UFA President James Slevin & Vice President Fitzgerald Gerard Fitzgerald have met with numerous City Council Members concerning the upcoming city budget, stressing the need for additional resources in the FDNY.


4. Labor Management Update

  • CFR Protocols - Additional Skills
    Recently the Department issued a draft to add additional skills to the CFR duties, this included administering medications such as aspirin, albuterol & Epinephrine. The UFA opposed the additional duties and through our efforts along with the NYSPFFA, the proposal was voted down at hearings conducted by State Emergency Medical Services Council (SEMSCO) and the State Emergency Medical Advisory Committee (SEMAC). Special recognition goes to VP Gerard Fitzgerald and FM rep Steve Tagliani for their lobbying against this policy change.
  • "Safe Stations"
    The UFA question the department over a document that looked to start a pilot program using Bronx Firehouses as "Safe Stations" for civilians with substance abuse issues. The UFA was assured that the pilot is not happening.
  • BISP Pilot Program
    In November the department added all units in B-22 to the BISP Pilot Program that will continue through May 2017, at which point the department hopes to expand further. The UFA executive board continues to ask delegates from companies in the current pilot program, to pass along any issues or concerns you have.
  • Five Man Engines - Increase in February
    As per the UFA contract, an additional 5 Engine companies will add a 5th firefighter, the department expects to finalize which companies will have the staffing increased shortly.


5. Firefighter Cancer Summit
The IAFF is expected to roll out a joint venture with Nant Health, and a program dealing with cancer treatment of Professional Firefighters. The UFA, in conjunction with Dr. David Prezant, has been involved and discussing many issues with the planned program. UFA Vice President Gerard Fitzgerald attended a recent presentation and updated the membership.


6. Public Employee Conference (PEC)
In December, the annual PEC seminar took place, with numerous labor leaders and NYS politicians in attendance. Key-note speakers included Assemblyman Peter Abbate & Senator Marty Golden, both longtime supporters of "labor" and the UFA. Staten Island Trustee, Eric Bischoff attended and gave a report to the membership.


7. UFA Elections
Nominations for the upcoming elections will be the special order of business at the February 9 meeting. All candidates must have their petitions delivered to the UFA Recording Secretary no later than 5pm on February 2.

8. Delegate ID Photos at February Meeting
New Delegates can get ID Photos at the February meeting.


9. 2017 UFA Delegate Seminar
In accordance with the UFA Constitution, a seminar site was chosen by a majority vote of the Delegate body. The 2017 Delegate Education Seminar will be held May 9th through May 12th in Atlantic City at the Tropicana. Information packets with room registrations & details will be mailed shortly.


10. IRS 1095 Forms to be Mailed to ALL Members
Once again, due to IRS regulations, All Active and Retired members will receive a 1095B form from the UFA/SBF, in addition to similar forms you will receive from your NYC health-plan. The UFA has begun mailing this form to your home address. This form reports your covered dependents to the IRS and is mandatory as part of the affordable care act (ACA). Members can file their income taxes before receiving the 1095 form, as long as you notify your Tax Preparer that both you and your dependents have healthcare coverage.

Please review the information included in the 1095 form when you receive it. Check to make sure the names, dates of birth and social security numbers of yourself, your spouse and all of your dependents are correct.

The UFA continues to request updated information on your dependents (date of birth, social security,); if you have not sent in this information or if the information on the 1095 from is incorrect, please call the SBF at 212-683-4723 and press 2 for a Benefits Associate. You can also email sbfstaff@ufanyc.org.


11. Update Your Address, Email, Phone #s with the UFA
Members and Delegates wishing to receive important information or notifications from the UFA should insure that their residence addresses, email addresses, home and cell phone numbers on file with the UFA are updated and accurate. In order to do this, you must prepare and sign an 'SBF Change of Address Form' and mail it to the UFA, Attn: SBF. Additionally, members wishing to receive emails from the UFA should add the UFA e-mail address, UFA@ufanyc.org, to their contacts.


12. Annual FDNY Ski Races
The 44th Annual FDNY Firefighters Ski Races at Hunter Mountain will take place on Tuesday, January 31st, 2017. Proceeds will be donated to the NY Firefighters Burn Center Foundation. There will be a plaque dedication honoring DC Michael Fahy. Trophies for each 1st, 2nd, 3rd place Ski teams and Snowboard teams will be awarded along with many lottery prizes. 13. FDNY Pulaski Association Dinner Dance & Scholarship Awards
The 57th Annual FDNY Pulaski Association Dinner Dance and Scholarship awards will be held on Saturday, February 18, 2017 at 7:00 PM, at Leonard's Palazzo, 555 Northern Boulevard, Great Neck NY. For tickets and further information, contact Mark Dziemian, E-217 at 347-865-2374.


14. Emerald Society FDNY, Annual Scholarship Exam
The Emerald Society of the FDNY, Annual Scholarship Examination for boys and girls will be held on Saturday, March 4, 2017, 8:30 am to 11:30 am at All Hallows High School, 111 East 164th Street, Bronx, NY. Children who will be graduating from 8th Grade or Junior High School in 2017 are eligible if a parent or sibling is a member of the Emerald Society in good standing. Applications for this examination may be obtained from Borough Officers and Company Delegates of the Emerald Society. Applications should be completed and mailed to the Scholarship Chairman, Dan Cavanaugh, 15 Egbert Avenue, Staten Island, NY 10310, 917-751-8238.
