Efrain Ordo'ez Llanzhi, 30, was illegally using a torch to repair the roof of the three-story residential building on Kent Avenue in Williamsburg when he accidentally ignited the fire, law-enforcement sources said.
One civilian and three firefighters were treated for minor injuries. Ordon'ez was arrested on a charge of reckless endangerment.
